Moving your vehicle out of Haryana: NOC, re-registration and BH series

Reviewed by Anuradha GuptaLast updated How we collect our numbers

Short answer

If your car or bike will stay in another state for more than 12 months, it needs a new registration mark there, applied for in Form 27. Before you leave Haryana, apply on VAHAN for a no objection certificate (NOC) in Form 28 from the RTO where the vehicle is registered.

When do I have to re-register my vehicle?

Section 47 of the Motor Vehicles Act, as Parivahan states it, says a vehicle moved to another state for more than twelve months must be given a new registration mark by the registering authority there. You apply in Form 27 and pay the fee and that state’s road tax. Road tax is set by each state, so the amount follows the new state’s rules. We found no official Haryana page on refunding Haryana road tax, so ask the RTO before you count on one.

Which forms do I need?

Step Form Where
No objection certificate from the Haryana RTO Form 28 VAHAN, Online Services, NOC
New registration mark in the new state Form 27 The new state’s RTO, or VAHAN for an NOC-issued vehicle
Change of address on the RC Form 33 VAHAN, within 14 days of the move
Change of address on the driving licence Online Sarathi; no NOC is needed
Convert an existing vehicle to BH series Form 27A The registering authority, if you are eligible

What documents go with the NOC application?

Parivahan lists Form 28, the registration certificate, the insurance certificate, proof that motor vehicle tax is paid up to date, and a pollution under control certificate. Some states also ask for a pencil print of the chassis and engine numbers and a signature identification. If the vehicle is on a loan, the financier signs its part of the form. While the NOC application is open, VAHAN will not take any other application for that vehicle, so finish other changes first.

What does it cost?

The central fee for assigning a new registration mark is Rs 300 for a motorcycle and Rs 600 for a private car, plus Rs 200 for a smart-card RC, before GST. An RC address change costs half the registration fee. Parivahan’s fee table has no separate row for the NOC itself, and Form 28 gives no validity period in months: the NOC is valid at the registering authority it is addressed to.

Is the BH series an option?

The BH (Bharat) series, in force since 15 September 2021, is voluntary. It is open to government employees with an official identity card or service certificate, and to private-sector employees whose employer has offices in four or more states or union territories, with a working certificate in Form 60. Road tax is paid for two years at a time, and a BH vehicle does not re-register when you move: you tell the registering authority your new address in Form 33 within 30 days.

Step by step

  1. Finish other changes first

An open NOC application blocks every other VAHAN service for the vehicle, so update anything else before you apply.

  2. Apply for the NOC on VAHAN

Log in, choose Online Services, then NOC. Validate the registration number and the last five digits of the chassis number, update the insurance details and pay the fee shown.

  3. Collect the NOC

The application goes to the RTO for processing. The NOC is valid at the registering authority it names, so give the correct destination.

  4. Re-register in the new state

Within 12 months, apply in Form 27 with the NOC, RC, proof of address, insurance and pollution certificate, and pay that state's road tax.

  5. Update your driving licence

Change the address online on Sarathi. A permanent licence is valid across India, so no NOC is needed.

Frequently asked questions

I am moving from Gurgaon to Bangalore with my car. Do I have to re-register it?

Yes, if it will stay in Karnataka for more than 12 months. Apply there in Form 27 for a new registration mark, with the NOC from the Haryana RTO, and pay Karnataka's road tax.

How do I get an NOC from the Gurugram RTO online?

On VAHAN, choose Online Services and then NOC, validate the registration and chassis numbers, update the insurance details and pay the fee. The application then goes to the RTO.

Will I get a refund of the Haryana road tax?

We could not find an official Haryana page on road tax refunds when you move a vehicle out, so we do not say you will get one. Ask the Gurugram RTO before you apply for the NOC.

Do I need to change the address on my driving licence?

You can change it online on Sarathi. Parivahan says a permanent driving licence is valid across India, and no NOC is needed for it.

Can a BH series number save me from re-registering?

If you are eligible, yes. A BH vehicle does not take a new registration mark when you move state; you report the new address in Form 33 within 30 days.

My car is still on a loan. What changes?

The financier has to sign its part of Form 28 for the NOC and give consent on Form 27 for the new registration.
